Any trust or company registered under section 8 of the Companies Act can be an agent for the NEEM scheme. NEEM agents will need to be in the training business for at least five years. They must submit a sworn statement in the form attached to the Regulations indicating that the information submitted by him in the application form is correct. If the registration and approval of the NEEM agent is revoked or withdrawn, the NEEM agent in question will not be eligible to apply for a new registration for a period of at least 2 years. They shall submit a monthly report in the format prescribed by AICTE from time to time.

The NEEM Agent must register with AICTE to be approved as a NEEM Facilitator. They must have rotation and capacity to place students and give their stipend. The industry will pay the intern a stipend not less than the minimum wage for unskilled labor.

If any member of the agent has a criminal investigation, then they will not be eligible to apply and seek registration and approval as a NEEM Agent. Companies in any industry that have proven experts in the field of manufacturing and/or services and wish to provide on-the-job training can be Agents. These agents structured to overcome the current challenges of the Apprenticeship Act.

These Agents contribute to workforce productivity, socioeconomic development, and social harmony through academic, research, training, and outreach programs. They offer basic, vocational, technical and vocational training to apprentices. They strengthen the educational systems in ITI and Polytechnics. They support labor insertion and promote professional progression. Agents collaborate with governments industry and academic institutions in India.

These Agents develop skills according to the requirements of the company. These Agents play an important role in bridging the gap between students and the company. They facilitate students’ efforts to cope with the new industrial culture.

There is a proposal to supplement 2 lacs apprentices each year for the next 10 years. It will be the largest apprenticeship program in the world. The Agent must comply with the health, safety and welfare of trainees. Industries can train apprentices according to their present and future requirements. They can provide employment training to people between the age group of 18 to 35 years. The NEEM agent raises awareness among students about safety measures, so the possibility of accidents is less. They can facilitate better wage employment for the informal sector.

The NEEM agent will formulate a “Training Schedule” for the training of NEEM apprentices and make appropriate arrangements to facilitate the same. In case of breach of contract by them, they will pay compensation to apprentices according to the specified minimum wages.

At the end of the training period, the employer will have the first right to hire the candidate. It will not be mandatory for the NEEM Agent to offer any employment to trainees upon successful completion of the training period. These agents are necessary to improve the employability of young people.
